From my talk a couple months ago on the Massachusetts health care plan. As I said afterwards, I was unusually fluid in this presentation. My talk begins on p. 28 of the transcript. An excerpt:


If you were to deregulate health insurance tomorrow, then by next week there would be health insurance policies on the street that the people who need health care least could afford. Instead, Massachusetts created this Connector, which is a government-sponsored enterprise, which may—again, this has all been left to our imagination—which may have the ability to exempt itself from enough regulations to provide affordable health insurance for the people who need health care least.
