...the mission of a government body often seems to make sense, but then in practice the government agency cannot carry out its mission effectively without unintended consequences. For example, public schools arguably have a noble mission, but they are ineffective. No single institution of any kind - private or public - can carry out a "mission" of some size without unintended consequences. Furthermore, I have never seen any reliable proof that government owned schools are less effective than privately owned schools. And I've worked a lot on this question, although primarily in Norway.
