The PV of a VAT could serve as functional equivalent to a wealth tax.
A wealth tax could generate huge amounts of money, as could a VAT. I suspect at least one of these would be enacted if the Dems have enough votes in Congress.
It's a disgusting process. The statists borrow and spend like crazy and when the inevitable crisis comes they sit back and say "well, we have to raise taxes a lot now, or the economy will go to hell." And those people who opposed more spending and more taxes have to acuiesce to much higher taxes.
